What is a Washington DC Out-of-State Medical Cannabis Card

The Washington DC out-of-state medical marijuana card is a temporary medical marijuana registration card issued to non-DC residents to permit them to purchase medical cannabis from licensed medical cannabis retailers in DC.

Who Can Apply for a Washington DC Out-of-State Medical Cannabis Card?

The DC out-of-state medical cannabis card is open to domestic and international visitors who are at least 21 years of age. You can apply for a Washington DC out-of-state medical cannabis card if you are not a resident of the District and have one or more qualifying conditions, such as:

  • Glaucoma
  • Cancer
  • Acquired Immune Deficiency Syndrome (AIDS)
  • Human Immunodeficiency Virus (HIV)
  • Conditions characterized by persistent and severe muscle spasms, such as multiple sclerosis
  • Medical treatments such as:
    • Radiotherapy
    • Chemotherapy
    • Use of azidothymidine or protease inhibitors

How to Get a Washington DC Out-of-State Medical Cannabis Card

To apply for a temporary DC medical marijuana card, you must complete an online registration, self-certifying that you will only use medical cannabis purchased in DC for valid medical purposes. Prior to commencing the online registration, you should gather all required information and documents needed to complete it, as incomplete applications cannot be saved and returned to later.

Upon submitting the application, you will get an email containing a link to complete payment for the applicable registration fee. Note that the registration period starts on the payment date. After the payment has been successfully processed, the ABCA will email a digital patient registration. Registration, including payment processing and registration issuance, can be done within 10 minutes.

Once you receive the email, you can use it immediately. To ensure prompt receipt of the email, add the ABCA's email address (ABCA.CannabisInfo@dc.gov) to your address book, safe senders list, or contact list.

The Washington DC out-of-state medical cannabis card is only open to non-DC residents aged 21 or older. Therefore, since minors are not issued the card, caregiver medical cannabis cards are not required.
